Supposedly, Israel paid millions of dollars to those affected by their false-flag attack on the USA; however, since the USA was paying them billions of dollars every year, so for punishment, Israel gave back a very small portion of the billions of dollars they were receiving from the USA every year. So, Israel went unpunished.
